Please can you help with the following five questions about ‘independent accommodation’ used for children, including Looked After Children (LAC), age 16 and 17 years-old or younger.  ‘Independent accommodation’ can include B&Bs, Hotels and private rental properties.

  1. How many children were housed in independent accommodation in 2017?
  2. How long did children housed in ‘independent accommodation’ spend in the accommodation (one night, a week or less, a month or less, more than a month, up to three months, six months or less, six months or more)?
  3. What were the ages of children housed in ‘independent accommodation’ (please provide a separate figure for each year of age)?
  4. How regularly were safeguarding checks carried out on ‘independent accommodation’ used to house children in 2017?
  5. Before placing LAC children in ‘independent accommodation’ were safeguarding risk assessments carried out on properties? If so who carried these out?

I am writing to acknowledge your written request for information.

Your request is being considered and you will receive the information requested within the statutory timescale of 20 working days as defined by the Freedom of Information Act 2000, subject to the information not being exempt or containing reference to a third party.

Thank you for your request for information, this has now been processed and the information that we hold is enclosed.

Please note that this authority is a district and as such does not have statutory responsibility to look after children.  This is the function of Herts County Council.   Therefore the figures provided are for those children who approached the district as homeless only.

1. How many children were housed in independent accommodation in 2017?

2. How long did children housed in ‘independent accommodation’ spend in the accommodation (one night, a week or less, a month or less, more than a month, up to three months, six months or less, six months or more)?
All spent less than one month in ‘independent accommodation’ arranged by East Herts Council.  All would have been referred to Hertfordshire County Council Children’s Services for a child in need assessment and may have gone on to be in accommodation arranged by them.


3. What were the ages of children housed in ‘independent accommodation’ (please provide a separate figure for each year of age)?
They were all 17


4. How regularly were safeguarding checks carried out on ‘independent accommodation’ used to house children in 2017?

All the children had social workers who would carry out safeguarding

 

5. Before placing LAC children in ‘independent accommodation’ were safeguarding risk assessments carried out on properties? If so who carried these out?
Hertfordshire County Council has responsibility for Children’s Social Services as such duties towards 16 &17 year olds and  LAC children fall to them.
