Please send me:
- the job description and person specification for the role of parking attendant (or similar role responsible for the control and management of parking in East Herts car parks);
- any written guidance, either electronically or hard copies which is provided to, or should be adhered to by those employees or contractors undertaking the role of parking attendant (or similar);
- any training material or courses provided for those undertaking the role of parking attendant (or similar) in relation to how they identify a parking breach, when they should issue a parking fine and the process for issuing a fine (e.g. steps that should be taken) should a breach be identified;
- tell me the key performance indicators that the Council set in relation to issuing parking fines (e.g. minimum number per day/week/month, grace period given to motorists before a fine is issued) and do the Council offer performance related pay or bonus for the role of parking attendant (or similar) if certain targets are met?
- what is the grace period that parking attendants (or similar) have to give motorists as a minimum before issuing a parking fine when they are found to be parked without displaying a valid ticket (seconds, minutes, hours)? Does this vary from car park to car park or on a town by town basis? Any other variable?

All officers must be trained to a standard of WAMITAB level 2 prior to being deployed on site https://wamitab.org.uk/qualification-sectors/parking/

WAMITAB level 2 would cover the above

The observation period is subject to legislation and varies depending on the contravention and the circumstances.

In an East Herts car park, if an officer observes a vehicle without a valid parking session, the officer will issue a Penalty Charge Notice (PCN) after 5 minutes of first observation.
