  3. How many incidents of illegal dumping of rubbish (also commonly known as fly dumping or fly tipping) were reported by the public to your jurisdiction each year for the last five whole years (i.e. 2014, 2015, 2016, 2017, 2018 and 2019)?
  4. How many incidents of illegal dumping of rubbish (also commonly known as fly dumping or fly tipping) have been reported by the public to your jurisdiction since the beginning of 2020
  5. What was the cost of clearing illegal dumping (also commonly known as fly dumping or fly tipping) to your authority each year for the last five whole years (i.e. 2014, 2015, 2016, 2017, 2018 and 2019)?
  6. What was the cost of clearing illegal dumping (also commonly known as fly dumping or fly tipping) to your authority since the beginning of 2020?

If information for the last five years is likely to exceed cost limits then please supply information for the last two years.

I am writing to acknowledge your written request for information.

Your request is being considered and you will receive the information requested within the statutory timescale of 20 working days as defined by the Freedom of Information Act 2000, subject to the information not being exempt or containing reference to a third party.

The Act defines a number of exemptions, which may prevent release of the information you have requested.  There will be an assessment of your request and if any of the exemption categories apply then the information will not be released.  You will be informed if this is the case, including your rights of appeal.

Thank you for your request for information, this has now been processed and the information that we hold is enclosed.

 

There are a number of factors that have made the gathering of the information for this FOI difficult. Fly tipping or the illegal dumping of rubbish is recorded across four systems only two of which are within East Herts Council with the others being with two separate contractors (one of which has changed recently meaning we no longer have access to historic data).

The definition in the FOI  could cover every type of illegally dumped rubbish so these are the figures that we have tried to pull together. This includes jobs raised by customer services and then cleared by one of our contractors, jobs raised and then forwarded to the enforcement team and jobs cleared by a contractor without it passing through the Council’s systems. No single system can give a definitive answer regarding the number of fly tips or the costs of clearance which are recharged to us in a number of ways varying from individual fly tips to work covered by contracts.

The attached spreadsheet should answer the majority of the points from the FOI for the period from April 2018 and is taken from their systems by one of our contractors. This only holds data from that date and although the previous information is held on a Council system it is recorded in a different way which would be extremely time consuming to search. The information on the council system would only be figures for a limited number of types of jobs and would not include the cost of clearance.

Any further work on this FOI would exceed the limits imposed by the act due to the time it takes to access the various systems and the number of officers it involves.
