Under the Freedom of Information Act 2000 I would like to request some information relating to the enforcement of parking restrictions, specifically penalty charge notices.

1. I would like to request the raw data set of parking tickets issued in the name of the council within the last five year period broken down by:
date, time, location, narrative of infraction, current status of case, next status of case, transaction details (ie. date, time and method of payments made), officer ID

2. I would also like to request any information regarding ‘reward’/bonus schemes/contracts in place for your parking enforcement officers. This is envisaged to cover the details of any systems, including [where bonuses are paid) the amount per officer per year, for the last five years.

Regarding part 1. Ideally I would like the location unit to be "street" but if this is not practical then under your section 16 duty to advise and assist I would expect you to contact me to discuss how you record this geospatial data so that I may narrow my request in a way that works for both of us.

As a supplementary, under section 16, I would also ask that you provide some detail about the recording processes of this parking information. E.g. What software is used? What data fields are recorded? What other data sets it links to, etc.

I am writing to acknowledge your request for information.

 

From your communication I understand that your first request is for full raw data from our system

We issue approximately 30,000 PCNs per year. To retrieve five years worth of data through our parking database would take several weeks and would also put such pressure on our computer system that we would be unable to use it for our day-to-day functions.

Is it possible that you could review and narrow down the search criteria?

The data is also not held in such a way that we would be able to give all the requested formats but we can give the following; date, time, location, contravention, current case status and officer ID. We would be unable to give payment transaction details as this information is not kept with the PCN data.

 

You request cannot be processed until this information has been received.

Thank you for your request for information, this has now been processed and the information that we hold is enclosed.

1. Please see attached files

2. No bonuses or incentives are paid to enforcement officers for the quantity of PCNs issued. Our enforcement contract is monitored using a series of performance indicators such as hours on street, amount of visits to key areas, complaints against CEO conduct and quality of PCN issue.
 

3. The software used is Imperial 3sixty and is one of a handful of parking industry software used throughout the country by Local Authorities. Under the statutory law which allows Local Authorities to issue PCNs (Traffic Management Act 2004) there is a mandatory amount of information which must be collected in order for a PCN to be lawfully issued; Date & time of issue, Date & time of service, location of vehicle, registration number, DfT issued contravention number. Supplementary information which is recorded to assist with any subsequent challenge which may arise is; colour and make of vehicle, time vehicle was first observed in contravention any other free notes made by the issuing officer which may be relevant i.e. whether driver has been seen, any conversations, any damage to the vehicle, notes in the car etc.
