  1. By what percentage do you plan to increase council tax by in 2021-22? 
    Answer
    The East Herts Council Tax went up by 2.9% for 2021-22
     
  2. Providing that you are increasing council tax, much do you estimate the rise will raise in 2021-22?  I assume in setting the Budget your council will know how much additional funding it will raise 
    Answer
    The estimate is £308,670.00
     
  3. if the funding generated via council tax increases has been earmarked for specific services, please list what services they include

Answer

The Council Tax is a tax on property that is combined with retained business rates and Government grants to meet lawfully incurred expenditure in the General Fund under section 31 of the Local Government Ac 2003 to fund the net cost of services, which is all the services we provide, net of specific Government Grants, e.g. housing benefit subsidy grant and any fees and charges.  We do not hypothecate resources to services as there is no actual benefit in doing so.  As the Council Tax is funding all services, for information, these services are: culture including Hertford Theatre; leisure, parks and playgrounds; parking; housing benefit and welfare services; preventing homelessness; housing strategy; environmental health – including food safety, pollution and pest control; licensing – including alcohol, public entertainment, taxis; refuse, recycling and street cleansing; development control; planning policy – including conservation and listed buildings; environmental initiatives; economic and community development; local tax collection, local land charges; elections; and emergency planning.
