  1. How do you access Contracts Finder?

Via our procurement portal Supply Hertfordshire and also direct logon.

  1. When did you last update your Contract Procedure Rules in your constitution?

The last updates were approved by Council on May 13th 2020.

  1. How regularly do you update you CPRs?

It can vary – usually 1 – 2 years as a standard review but significant changes to legislation would trigger a review of content. Not all changes to our processes necessitate a change to our CSO’s.

  1. Who updated the CPRs last time and why were they chosen? would you consider buying in expertise to do the update/

Our Corporate Procurement Managers who are MCIPS qualified undertake the updates. At the current time we would not look to buy in additional expertise.

  1. What initiated the update/ re-write? and what things trigger you updating them?

  1. How do you get approval to amend the CPRs and how long does approval take?

Updates go to the Constitution Review Group and then onto Council. In 2020 the Constitution Review Group was held in March and Council was in May.

  1. What guidance did you consider/ use to inform the re-write e.g. Public Procurement Notice 07/16 issued by Central Government considered?

PPN notes generally are considered at the time of release however they may not trigger an immediate or any change to CSO’s and guidance may be instead issued separately via our intranet, training and staff contacts.

  1. Did you look at any other authorities’ CPRs to inform your update – if so, which

Not for the last update but for a major rewrite we would generally check our awareness of the rules of other authorities in our Supply Hertfordshire group.

  1. Were members consulted on how PPNs or general policies should be applied

Yes

  1. What proportion of your procurement spend is construction based.

‘construction’ is not a classification we use please see contract register and monthly payments to suppliers on our internet about which suppliers we use.
