In accordance with the terms of the Freedom of Information Act 2000, I write with 5 separate requests for information:

 

  1. How many affordable housing units have been provided as a result of planning agreements related to residential-led developments that were signed in financial years (a) 2017/18, (b) 2018/19, and (c) 2019/20?
  2. What percentage of overall housing units in this local authority have been provided by as a result of these planning agreements?
  3. How many of the affordable housing units provided as a result of planning agreements related to residential-led developments in 2019/20 were for (a) social rent, (b) affordable rent, (c) shared equity/shared ownership, (d) discounted market housing (including starter homes) and (e) other affordable housing tenure.
  4. How much was received by the authority in S106 payments in financial years  (a) 2017/18, (b) 2018/19, and (c) 2019/20?
  5. How much money received via S106 agreements is held, unspent, by the local planning authority? How much of this figure is specifically earmarked for (a) affordable housing provision, (b) highways improvements (c) education contributions, (d) social infrastructure and (e) other?

Thank you for your request for information, this has now been processed and the information that we hold is enclosed.

  1. How many affordable housing units have been provided as a result of planning agreements related to residential-led developments that were signed in financial years (a) 2017/18, (b) 2018/19, and (c) 2019/20? Affordable completions as follows: 2017/18 = 182 units; 2018/19 = 199; 2019/20 = 324
  2. What percentage of overall housing units in this local authority have been provided by as a result of these planning agreements? 30.34%
  3. How many of the affordable housing units provided as a result of planning agreements related to residential-led developments in 2019/20 were for (a) social rent, (b) affordable rent, (c) shared equity/shared ownership, (d) discounted market housing (including starter homes) and (e) other affordable housing tenure.  60 - Social rented; 188 - Affordable Rent; 76 - shared equity;

  1. How much was received by the authority in S106 payments in financial years 

(a) 2017/18 - £744,390.54

(b) 2018/19 - £842,855.20

(c) 2019/20 - £1,911,961.44

 

 

  1. How much money received via S106 agreements is held, unspent, by the local planning authority? Total to 31/03/2020  - £5,846,003.94

How much of this figure is specifically earmarked for:

(a) affordable housing provision - Allocated for Affordable Housing (contributions received in lieu of on-site provision) -  total to 31/03/2020 - £1,729,835.28

(b) highways improvements – none as Hertfordshire County Council collect and allocate these contributions

(c) education contributions - none as Hertfordshire County Council collect and allocate these contributions

(d) social infrastructure  - none as Hertfordshire County Council collect and allocate these contributions

(e) other? – Total to 31/03/2020 - £4,116,168.66 – made up of:

  • Allocated to Revenue for maintenance – total to 31/03/2020            £773,746.91
  • Allocated for Affordable Housing (contributions received in lieu of on-site provision) – total to 31/03/2020                  £1,729,835.28
  • Allocated to named uses – total to 31/03/2020           £1,965,747.94
  • Allocated to NHS – total to 31/03/2020          £501,900.86
  • UNALLOCATED – total to 31/03/2020           £874,772.95

- The unallocated balance of £874,772.95 is made up of contributions listed as unallocated because they do not have a specific project named in the contribution wording.  These unallocated contributions are available for use only within the contractual wording of the individual Section 106 agreements, and to be allocated towards a project they have to be used in accordance with the individual contribution wording.
