Q1. Definition of antisemitism
Q1a. Since you responded to our last request on 1st October 2019, we understand that the International Holocaust Remembrance Alliance Definition of Antisemitism (‘IHRA Definition’) has been adopted by East Herts District Council.
See *****/definition for more information about the IHRA Definition and the IHRA statement on the integrality of the examples.
Please confirm if the IHRA Definition was adopted and on what date and clarify if the examples were included in the adoption. Please provide a working link to the minutes/motion confirming adoption.
Q1b. Since adoption by the Council, please confirm if any motions amending or rejecting adoption have been passed or defeated by the Council?
Q1c If your answer to Q1b is yes, kindly confirm what was amended the date of amendment/rejection and a copy/working link to the motion/minutes amending or rejecting adoption.

Q2a. Has the IHRA Definition been incorporated into the members’ code of conduct?

While our code of conduct does not mention the IHRA definition the section below would indicate that our members should follow it

Behaving in accordance with all our legal obligations, alongside any requirements contained within this authority’s policies, protocols and procedures, including on the use of the Authority’s resources.”


Q2b. Has the IHRA Definition been incorporated into the officers’ and employees’ code of conduct and conditions of employment?

While it is not formally mentioned the code of conduct includes

11.1    It is important that employees create an environment which is supportive of everyone and does not illegally or unfairly discriminate against any anyone because of age, gender reassignment, being married or in a civil partnership, being pregnant or on maternity leave, disability, race (including colour, nationality ethnic or national origin), religion or belief, or sexual orientation, or any other form of unfair discrimination.

11.2    Employees must be familiar with and actively uphold East Herts Council’s Equality policies.

There has not been an occurrence of a disciplinary offence including an allegation of antisemitism but as the council have adopted the IHRA definition it would be used should an offence of that nature be investigated
