For the final stage of my MSc in Urban Planning I am undertaking a research project titled: ‘Planning for net zero - what role does spatial planning play in the delivery of sustainable development with respect to net zero.’

 

To support this research I would be grateful if you could provide me with the following information;

 

1.    Have you declared a climate emergency? Y/N

 

2.    a. Do you have an action plan or strategy (or equivalent) related to net zero goals? Y/N

b. If yes, is ‘Spatial Planning’ featured within the action plan/strategy? Y/N

 

3.    a. Does your ‘Local Plan’ reflect net zero targets? Y/N

b. if yes to what year?

c. If no, does your ‘Local Plan Review’ plan to include net zero? Y/N

 

4.    a. Do you have an in-house sustainability (or equivalent) officer/s supporting local planning policy, if yes, the number of officers?

b. Who is the key contact at your council?

 

5.    a. What tools do your planners use to support climate planning policy and delivery in your authority?

Thank you for your request for information, this has now been processed and the information that we hold is enclosed.

1.            Have you declared a climate emergency? Y/N

No. However, in July 2019 the Council declared a climate change motion, with the goal that both the Council and East Herts district will be carbon neutral by 2030.

 

2.            a. Do you have an action plan or strategy (or equivalent) related to net zero goals? Y/N

Yes, the Council has an environmental sustainability action plan: https://www.eastherts.gov.uk/about-east-herts-0/environmental-sustainability/environmental-sustainability-action-plan

 

2.            b. If yes, is ‘Spatial Planning’ featured within the action plan/ strategy? Y/N

Yes, a number of the actions relate to planning, as shown on the action plan (see link above).

 

3.            a. Does your ‘Local Plan’ reflect net zero targets? Y/N

No

 

3.            b. If yes, to what year?

Potentially, yes, subject to the outcome of the forthcoming Planning Bill in terms of the role of local planning authorities in setting net zero targets.

 

4.            a. Do you have an in-house sustainability (or equivalent) officer/s supporting local planning policy, if yes, the number of officers?

Yes, two sustainability officers, although they cover sustainability issues corporately, not specifically in relation to planning.

 

4.            b. Who is the key contact at your council?

We do not release the names of staff below head of service level

 

5.            a. What tools do your planners use to support climate planning policy and delivery in your authority?

Policies relating to addressing climate change in the adopted District Plan (2018); and Implementation of the Council’s Sustainability Supplementary Planning Document (SPD) adopted in 2021, which requires submission of a sustainability checklist  with planning applications for new development, to demonstrate how their design and construction addresses environmental sustainability, including the mitigation of, and adaptation to climate change.

Not climate literacy training but officers received training on promoting sustainability by Aecom *****ier in the year.

Yes
