Licencing of Animal Boarding Facilities

Please provide the following information under the Freedom of Information Act

  • An outline the main functions of the local authority in respect of animal boarding establishments to include:
    • The frequency of routine/planned inspections of animal boarding establishments
    • The frequency of unannounced/unplanned inspections of animal boarding establishments
    • Examples of situations where an emergency unannounced inspections may take place (i.e. reports from the general public etc.)
    • Documentation required to be made available by the animal boarding establishment staff for the local authority inspector
    • The responsibilities/process for reporting concerns in respect of other animals (non-boarders) on the premises
    • General responsibilities regarding rescue animals
  • The number of animal boarding facilities licenced under the jurisdiction of the local authority.  (If this has changed, please provide figures for the last three years.)
  • The number (head-count and whole time equivalent) of the staff carrying out the inspections of those animal boarding facilities.  (If this has changed, please provide figures for the last three years.)
  • The qualifications of those local authority/contracted staff carrying out and responsible for the inspections.
  • The average length of an inspection in hours/days.
  • Data for the previous three years (showing each year separately, stating the 12 month period being quoted i.e. financial year, calendar year etc.) to include:
    • The number of routine inspections of animal boarding facilities carried out by the local authority for each of the above three years
    • The number of unannounced inspections of animal boarding facilities carried out by the local authority for each of the above three years
    • The number and source (in general terms) of reports received which resulted in an emergency/unannounced/unplanned inspection by the local authority for each of the above three years
    • The number of occasions that concerns in respect of other animals on the premises have been reported to the relevant authorities (analysed by broad categories of those concerns) for each of the above three years
    • Major concerns (number and type of concern) regarding hygiene/cleanliness/diet/condition of the animals of the boarding establishments for each of the three years
    • Major concerns (number and type of concern) regarding appropriateness/adequacy of premises/equipment for each of the three years
    • Major concerns (number and type of concern) regarding the provision of documentation requested for each of the three years
    • Major concerns (number and type of concern) regarding the staffing of the boarding establishment for the three years
    • The number of incidents resulting in suspension or revocation or variation of licences issued for each of the three years

  • An outline the main functions of the local authority in respect of animal boarding establishments to include:
    • The frequency of routine/planned inspections of animal boarding establishments

An initial inspection is performed to grant each animal boarding license then an interim inspection is performed during the length of the license. Due to COVID and government guidelines interim inspections did not take place between April 2020 and September 2021.

    • The frequency of unannounced/unplanned inspections of animal boarding establishments

Unannounced visits take place if any concerns or complaints occur.

    • Examples of situations where an emergency unannounced inspections may take place (i.e. reports from the general public etc.)

Complaints from customers or neighbours, any welfare reports from vets, RSPCA, general public. Any fatalities or accidents involving pets or others occur. 

    • Documentation required to be made available by the animal boarding establishment staff for the local authority inspector

Written training policy for staff

Feeding regimes

Cleaning regimes

Transportation procedures

Plan and records for prevention of and control of spread disease

Monitoring records and procedures for welfare of animals, observation records

Procedures for deaths and escapes of animals

Emergency and contingency plans

Risk assessments for under 5 year old children, written procedures for under 16 year olds in property.

Vets details and procedures for sickness/ isolation.

 

    • The responsibilities/process for reporting concerns in respect of other animals (non-boarders) on the premises

Any welfare concerns would be reported to the RSPCA

    • General responsibilities regarding rescue animals

A on call service is provided  by a consultant to collect and subsequently accommodate the animal at an Animal Rescue Centre located within the authority. A rehoming process is then implemented.

  • The number of animal boarding facilities licenced under the jurisdiction of the local authority.  (If this has changed, please provide figures for the last three years.)

Previously working knowledge over 10 years ongoing work within animal licensing, going forward level 3 Inspector award for Animal Licensing.

  • The average length of an inspection in hours/days.

Approx. 2 hours inspection. We currently receive documentation and procedures  prior to inspection which cuts down time on site.

  • Data for the previous three years (showing each year separately, stating the 12 month period being quoted i.e. financial year, calendar year etc.) to include:
    • The number of routine inspections of animal boarding facilities carried out by the local authority for each of the above three years
